UK Open Access fleet strategy development

Our client was investigating opportunities for multiple new open access services in the UK. They desired a cost-effective fleet solution that provided scope for innovation to enable their service to stand out against franchised operators. Understanding the challenges of procuring a small fleet whilst providing a unique service for passengers, IPEX was retained to develop the rolling stock fleet strategy and engage with train manufacturers and suppliers of cascade rolling stock options. Our project team broke down the technical and commercial requirements for each service opportunity and developed a list of potential fleet options ranging from legacy to new-build, covering loco-hauled coaching stock to Bi-mode Multiple Units. We engaged with the market to understand costs, availability, build timelines, and scope for innovation. We provided our client with a detailed fleet strategy, which included recommendations for suppliers, maintenance and stabling as well as all costs associated with the fleet operation. Our diligent work enabled our client to present to its board an informed business case built upon accurate and compelling market information.
